a shift in thought. To prompt political change, instead of having all out wars, or armies against armies, smaller factions are taking over. Terrorists and small armies are making their case by taking a military action of sorts, and taking responsibility for it. The toppling of the World Trade Towers is a situation where one of their ordinary plots turned out better than expected. Their point was made. Of course, the reaction was perhaps not what was anticipated, which was an all about retaliation against all terrorists on the planet, an endeavor that was perhaps unconscionable before 911. First, what is terrorism? Everyone has their own take on the matter. Hoffman (1999) suggests that the term is difficult to define but says that "virtually any especially abhorrent act of violence that is perceived as directed against society - whether it involves the activities of anti-government dissidents or governments themselves, organized crime syndicates or common criminals, rioting mobs or persons engaged in militant protest, individual psychotics or lone-extortionists--is often labeled terrorism" (p.1). With so many types, one has to wonder whether or not the term is misused. It could be. However, Pillar (2001 cited in Tangredi, 2003) defines the term succinctly as follows: "Terrorism is the deliberate and systematic murder, maiming, and menacing of the innocent to inspire fear for political ends" (p.147). In any event, since 911, the term generally refers to Middle Eastern political groups and the tactics and desires of these small factions. This is perhaps a generalization and it may not only be unfair, but inaccurate. Terrorism exists everywhere and in many different forms.
