policies. England : As the bombings in London that occurred on July 7, 2005 indicate, Europe is extremely vulnerable to terrorist attack. This is due to the tradition of
many European nations, such as Great Britain, who have welcomed immigrants from North Africa and Pakistan, but whose descendents find themselves "jobless and ghettoized in insular suburban tracts," which results
in alienation from mainstream societal mores (Cloud and Gregory 38). Great Britain has long had to cope with terrorism, as the IRA (Irish Republican Army) has conducted terrorist activities against
the British government for decades and continues to be a problem for Northern Ireland (Dammer and Fairchild 303). In 2000, the British government passed the Regulation of Investigatory Power
Act, which created "statistical information systems for intercepting communication" and provides for implementing covert intelligence operations and in 2001, the British passed the Terrorism Act, which deals with both domestic
and international terrorism (Dammer and Fairchild 304). In 2002, the British were among the first nations to formulate a "national infection control and health protection agency" to deal with
the threat of bio-terrorism (Dammer and Fairchild 304). France : France, also, has long had to cope with terrorism, as the French people have turned to violence to express
their displeasure with government since the eighteenth century. Bordering six countries, France is an "ideal location from which both "European and Middle Eastern terrorist groups" can launch campaigns (Dammer and
