One of the first points which
the student should note regarding the definition of terrorism is that it is not an easy term to categorise. There are a number of different forms of terrorism, and in
many cases what constitutes terrorism from the point of view of one individual or group is seen as strong government, guerrilla warfare or freedom fighting from another standpoint.
For
example, Richard Betts (2001) points out that there has never been a generally agreed definition of terrorism, since even those who are against terrorism in principle may still be in
favour of what he refers to as extreme action. He cites as an example the US bombing of civilians during the Second World War, noting that under other circumstances this
might well have been construed as an act of terrorism. However, because the USA was in a situation where the country had entered a war as a result of the
hostile actions of other countries, the action was considered as justifiable.
