the Saddam Hussein case unfolds. In any event, while jurisdiction is important, it is also important to consider territorial jurisdiction when locales are discussed. Many questions loom when discussing the
nature of territorial jurisdiction. What are the different categories in terms of territorial dimensions? How do countries acquire or lose territorial titles? What are the legal ramifications?
One pertinent case comes from the early part of the twentieth century. It seems that Germany, Denmark, Great Britain, France, Sweden, Czechoslovakia and Poland created an action ("Case relating,"
2003). In the legal action, it was noted that the Treaty of Versailles together had declared the Elbe, the Danube, and the Niemen an international river (2003). However, it was
noted that a consortium would be formed to revise the original treaty (2003). It was not a swift resolution. There were problems as there were differences of opinion in terms
of several things and Polish delegates pondered the question in respect to the point that the jurisdiction "should be situated at the point where each river crossed the Polish
frontier" (2003). Some members believe that the limit was something that should not be determined by the point that each river became unnavigable, even if the river was situated
within Polish territory (2003). In this case, the court provided a judgment in two parts ("Case relating," 2003). Under the provision of the Treaty of Versailles, the jurisdiction of
the International Commission of the Oder had been situated in Polish territory and also, the" principle laid down, which must be adopted for the purpose of determining the upstream
