ages of 15 and 19 will become pregnant on annual basis (Farrington, 2003). This statistic translates into multiple societal problems. A California study demonstrates that 80 percent of girls who
become mothers prior to age 18 will not finish high school (Farrington, 2003). Consider this figure, it is not surprising that the income of teen mothers is generally half
that of women who gift birth for the first time in their twenties. A child born to an unmarried teen mother, who drops out of high school, is ten times
more likely to grow up in poverty than a child born to a mother who does not have these characteristics (Farrington, 2003). To stem this tide of adolescent sexual
behavior, numerous educational programs have been instituted throughout the country. However, the debate as to the content of adolescent sex education is ongoing. The debate : Numerous legislators, such
as Arizonas Representative Mark Anderson, believe that sex education should concentrate only on the policy of sexual abstinence for teens (Curran and Witt, 2002). Anderson states that abstinence from sex
"is the best possible option for kids" and should be the primary, if not the only, lesson that schools teach (Curran, and Witt, 2002, p. 24). Anderson expresses the belief
