Primary prevention seeks to prevent first occurrences; tertiary prevention seeks to lessen the effects of what already has occurred. Greatest benefit arises from using both forms of prevention, striving to prevent any new involvement among those that have not been associated with violent acts while focusing on treatment and intervention designed to lessen the effects of what already has taken place. has concluded that low socioeconomic status (SES) is both a risk factor for and a contributor to teen violence. One recent study makes distinctions between origins of teen violence based on SES, and concludes that "Having positive attitudes toward problem behavior and delinquent peers increased risk for later violence regardless of neighborhood SES type" (Beyers, Loeber, Wikstrom and Stouthamer-Loeber 369). This and other studies give an empirical base to something that parents have known for generations. Teen admiration for bad behavior is an effective recruitment tool that ensures continuation of that behavior across generations. Long ago, it gave rise to the adage, "Birds of a feather flock together" as well as clich?s addressing bad apples and other similar analogies. The purpose here is to formulate a policy base from which the community can address the problem of teen violence in a meaningful way. Problems of Intervention The Melissa Institute sponsors an annual Conference on Violence and Youth, the second of which occurred at a Miami hospital. Director Dr. Donald Meichenbaum reports that "Twenty-five thousand children are arrested each year in Miami-Dade County" (Bunuel 501K3066), and insists that the answer lies in the communitys response to the problem: "We have to get smart on crime, not tough" (Bunuel 501K3066). One of the risks of imprisoning offenders is that they have access to some of the local regions most accomplished criminals.
