Also, the 3.7% general figure is rather low. How might one explain the high rate for adolescents? An analyst who works for the Bureau of Labor Statistics explains that high rates of unemployment for teenagers is actually a "persistent phenomenon" (Fisher, 2001, p.28) . During the recession of the early 1990s, it peaked at 22% (2001, p.28). While people are used to seeing single digits, that is not the case with teen figures. In 2002, economists projected that the teen unemployment rate would be around 15 or 16% ("Working, 2002, p.3) or so, something similar to what was experienced during the recovery period of 1993 through 1996. More precisely, in 2001, it was 15% (2002, p.3) which is higher than the 13.4% (2002, p.3) in 2000. Yet, in 1992, it was 20.5% (2002, p.3) . The Bureau analysis provides the following explanation for the teen unemployment rate: : "Teen workers are more transitory. They tend to stop and start work because of school schedules, transportation problems.... Because theyre not supporting anyone else, they can afford to wait for the right job " (2001, p.28). This is true. While a teenager may be out of work, that could be because they really want to be, whereas few adults who support themselves or a family wants to be unemployed. Teenagers are often in school, which is their primary career and so few teens have full time jobs anyway.
