while teens have always experimented with premarital sex, it is not something that should be condoned. After all, in order to teach teens proper behavior, rules must be enforced and high expectations relayed. Of course, while many believe that telling teens not to engage in sex will work, the truth is that many abstinence-only programs have failed. That said, with all the public service announcements, attention to teen sex and programs that do dispense condoms, teen pregnancy is on the decline. It is likely that attention to the matter, the fear of AIDS and other factors has causes the decline. For women under the age of 20, for 2000, there were 9,826,000 total in the female population and 841,850 pregnancies ("U.S.," 2004). For women between the ages of 20 and 24, for that same year, it seems that the number of women in the population was 9, 355, 000 and pregnancies numbered 1,693,940 (2004). Live births for the older age group are 1,017,806 and for that same group, there are 429,610 abortions and 246,520 miscarriages (2004). For the younger group there are 477,509 live births and, 244,030 abortions and 119,910 miscarriages (2004). Clearly, while there are more pregnancies for the older group, as expected, there are quite a bit of pregnancies for the teenagers. This is true despite the fact that there is a decline in teen pregnancy. In 1995, It was been reported that more than one million teenagers between the ages of 15 and 19 become pregnant each year; that statistic has remained relatively stable since 1973 (Henshaw, Kenney, Somberg, & Van Wort, 1989; Carrera & Dempsey, 1988 cited in Morgan, Chapar & Fisher, 1995).
