as such the structures of the IS functions have not been subject to purposeful design, but have been developed and changed with their basis remaining a traditional model. This is
where there are two parties, the systems uses and the system, with the system analysis and developers seeking to bring together the two parties, acting as mediators, interpreting the needs
and then finding ways these needs can be met (Anonymous, n.d.). As the processes become more complex and the needs more comprehensive there is a greater distance between the user
and the system increasing the negotiation space of the systems analyst and systems designer and increasing the need for an information specialist to help bridge the gaps between the designer
and the users (Anonymous, n.d.). This structure is one that has developed but with very defined and separate jobs, even were systems
such as soft system modelling are used to help identify the needs of the users, there are still separations that can decrease the efficiency and accuracy with which systems can
be designed and subsequently used. The answer is to look at this structure and learn lessons from the construction trade where building
can either develop or may be designed especially with the users in mind. For an efficient purposeful design there needs to be an increasing overlap and involvement of the users
in the input into the system design. Four factors have been proposed to increase the suitability of IS structure, these are to ensure there are technologies which represent the IS
infrastructure that are installed and managed b y the IT division (Anonymous, n.d.). The second factor is the presence of some users who have a equipment for IT improvement to
