the way many countries have developed technologically, this is usually helped by government policy. For example, countries such as India have built a strong business hosting call centres for western
countries, this has been partly due to the comparative advantages, but also a result of government policy, bringing in foreign companies to benefit from a knowledge transfer. The policies have
been aimed at increasing knowledge directly though education and courting of businesses, but also indirectly with the employment and social policies. The
same encouragement of technology through government policies has been seen in a more developed country; the UK. Here the policies have been developed to help smaller businesses where many of
the technological companies start their life cycle, areas have been designated as technology parks, with financial incentives as well as careful placement to ensure the correct labour is available.
Areas such as Cambridge have been seen as the UK Silicon Valley, with a clustering of technology companies emerging. However, it is not only in the direct policies, which encouraged
Microsoft set up their first centre outside of the US, it is also the general approach in terms of rhetoric as well as other, apparently unrelated policies that have an
indirect effect and can either support or undermine the technology policies. These different aspects of policy all impact on developments. By using a model such as Porters Diamond of National
Advantage the way that policy and technology interact may be seen in both the direct and indirect actions of government and can either help develop a technological economy, and
