aids combine with tremendous improvements in weather forecasting to result in a more efficient and safer industry. These changes have both impacted and been impacted by globalization. As
transportation improves the world in effect becomes a smaller place. People and cultures grow less familiar and the rigid lines between nations are somewhat lessened.
The world is experiencing a constant growth in the demand for sea transport. The obvious implication of this growth is the expansion of existing sea services
and facilities. As a consequence existing ports are being expanded and new ports are being constructed. Both the expansion of existing ports and the construction of new ones,
however, rest on several specific considerations both in terms of political boundaries and in terms of environmental impacts. Local communities and nations alike struggle to balance the demands of
expansion with the demands of lessening environmental impact. As compared to fifty years ago sea transport facilities today have numerous design features in place to address problems if they
occur. So too do the new transport ships. Many ships today, for example, are double hulled to prevent the spill of toxic materials into the oceans in the
event of a problem. Ports are equipped with spill containment equipment and contingency plans that are put into action in the event of a spill. Nations interact politically
