24 percent of the population was non-white in 1976 but it is estimated that by 2020, 46 percent of the population will be non-white. This change is due to
the enormous immigration from Mexico, Latin American countries and Asian countries since 1980. The consequence is extremely diverse schools, diverse in language, race, ethnicity, religion, economic level, culture, values and
backgrounds. The authors point out that the changes impact teacher education programs insofar as they need to prepare prospective teachers for the diversity in their subsequent classrooms. Teachers need
to know how to work with such extreme diversity. It is also essential that teachers have a positive attitude towards other cultures. The authors cited Larke who reported a "high
correlation exists among educators sensitivity (attitudes, beliefs and behaviors toward students of other cultures) knowledge and application of cultural awareness information and minority students successful academic performance" (Pettus and Allain,
1999, p. PG). The purpose of Pettus and Allains study was to "develop a viable survey questionnaire for assessing prospective teachers attitudes and perceptions concerning multicultural education issues and to
test the efficacy of the instrument for identifying attitude differences among the prospective teachers" (Pettus and Allain, 1999, p. PG). Their assumption is that teachers with positive attitudes would behave
appropriately and constructively towards the diverse classrooms they would face. On the other hand, those with a negative attitude or no knowledge of multicultural education would have low expectations for
minority students. The authors supported these opinions with research citations. The investigators developed "questions or statements about cultural and educational issues that would elicit responses that might serve as
