in time and on budget. But despite an organizations best efforts, many projects end up being completed late - and running well over budget. This is true, even in corporations
that have timelines, a willing staff and parameters from which to work. Yet despite organizations best efforts, the projects end up causing frustration.
Who is at fault when these projects fail? Corporate leadership these days likes the idea of empowerment and accountability - it likes the idea that project managers can,
and should, take a "buck stops here" approach. As a result, if a project is delayed, or over budget, it must be the leaders fault. If the team is uncooperative,
it doesnt matter. The project manager needs to know how to better control his people. If he/she could control the people better, than the project would be done on time,
or within budget. But blaming the project manager for a failed project is merely a scapegoat for a larger problem within
an organization. Certainly some project managers can motivate better than others. And certainly some are more organized than others. But its a mistake to place all accountability for a failed
project on the shoulders of one person. The case study well review in this paper, Trophy Project, has it all -
a project thats in deep trouble and getting deeper by the minute. It also has an uncooperative staff, panicked leadership and a clueless project manager. If that werent enough, Trophy
Project is occurring in an organization that has neither flexibility nor communication. Its no surprise, therefore, that the project was doomed to fail.
