wake up call in the 1970s and 80s in response to the "discovery" of the quality of the products coming from Japan. The American public already was beginning to
discover their electronic products, but it was the oil crisis of 1973 that brought full attention to those little cars they made. In the search for better fuel economy
than was possible with the large US-made cars, the American car-buying public abandoned Detroit in droves as it discovered it could have higher quality at a lower price.
GMs response to discovering the Japanese "secret" was to open an entirely new division that had not existed for years under the adversarial relationships common
between labor and management. Fords was to institute quality programs with a commitment that few US organizations were able to maintain (Zeller and Gillis, 1995). "Quality is Job
1" arose from the revelations of what was needed to make Ford competitive once more. It was instituted with vigor, at all levels of the company and in all
locations in which Ford operated at the time, including dealerships. Early Application McElroy (1985) wrote
15 years ago that it was around 1981 that the change was visible at Ford. "The company has switched to a manufacturing philosophy that completely contradicts the way its
done business for the last 30 years. Ford has broken away from the way General Motors and Chrysler run their manufacturing operations and has actually swung closer to the way
