the concept, Deming took it to Japan, where it flourished, and then it came back to the United States. As a result, during the late 20th century, companies scrambled over
themselves to adopt TQM practices, working toward ISO certification, Sigma Six practices and implanting strategies that would possibly net them the coveted Malcolm Baldridge Award for TQM.
Yet Kenney (2008) in a recent article, points out that manufacturers are still suffering quality defects in manufacturing. Recalls, highly publicized recalls are common (Kenney,
2008). This, despite the fact that some type of quality program is in place in most manufacturing companies (Kenney, 2008). Why, then,
are there still defects on the manufacturing side? Kenney points to a simple answer: Most companies give their TQM programs lip services. While they look good on paper, nothing much
is being done to implement them. Kenney also points out that many manufacturing problems arent necessarily the fault of the companies themselves,
but rather, might be occurring upstream in the supply chain. In other words, while the companies might strive for quality management, the suppliers upstream may not have any such rules
and regulations in place. This has especially been the case for China -- the media has been loaded with toy recalls due to dangerous parts and lead paint that
came out of Chinese factories. Kenney points out, however, that an important part of Demings model involved shared responsibility. In other words,
