in the guise of alphabet soup. During the past few decades, management gurus have been able to come up with various techniques and tools to help businesses perform more effectively
(and, in turn, to better satisfy their customers). Two such philosophies/techniques are management by objective (MBO) and total quality management (TQM). In
this paper, well examine both of these tools as they pertain to business, and well discuss how theyre used to monitor activities at companies. What were trying to prove here
is that it isnt so much the management technique that is important, but rather, the importance lies in the ability to measure success and monitor improvement through the management technique.
First, however, its helpful to describe what, exactly, these two concepts are. Management by Objective, in its most basic form, uses goals
and objectives to measure success (Johnson, 2000). Johnson, when he discusses using MBO in terms of transportation systems notes that while its all well and good to indicate that safety
is important, or safety is the goal in a certain situation, a specific plan or program needs to be in place to get to that safety goal. In addition, that
safety goal needs to have a measurable number, like an accident rate of less than one per 250,000 miles (Johnson, 2000). Once the numeric (i.e., measurable) goal is set, then
method to reach that goal can be put in place; such as better driver training and participation in safety workshops (Johnson, 2000). From there, the resources can be allocated (as
