to present some of the literature that dealt with these particular concepts and its theories. The gist of the literature presented is that governance and development tends to do better
when governance is decentralized, rather than under the power of one, single entity. Mette Kjaer (2007), who is with the University of Aurhus department of political science points out that
"governance" is relatively recent, a 1990s concept, though the theory itself is in literature stretching back to the mid-1980s. She points out that governance, according to the Concise Oxford Dictionary,
is "the act or manner of governing, the office or function of governing" (Kjaer, 2007). But from there, she points out many other definitions, all tying back to the idea
of institutions, how they set their rules, how they apply them, and how theyre enforced (Kjaer, 2007). She points out, however, that governance as its used, isnt necessarily focused on
power and interests, as much as it is on policy-making, application and implementation (Kjaer, 2007). Other experts point out that governance is more the "exercise of political power to
manage a nations affairs," and is being thought of as essential to economic performance of emerging and developing countries (Landell-Mills and Serageldin, 1991). Among other things, governance also focuses on
accountability, transparency, freedom of association and participation (from those that are governed) and a sound judicial system (Landell-Mills and Serageldin, 1991). With these aspects in place, development can occur in
a stronger manner. One interesting theory when it comes to governance is that sometimes, centralization may not necessarily be in the best interest of those that are governed. One huge
example of a centralized government is that of the United States. With the federal seat of power in Washington, D.C., the U.S. does seem to be "one nation, under God."
