As a result, the issues of how to govern, when to govern, and how to finance the countrys endeavors became of even greater concern to the people. The Fifth book especially deals with public finance and that of the expense of the institution for the education of the young. Most of his ideas were implemented and it can be said that a good deal of his ideas are still used today. However, as this country heads into a new millennium it behooves it to readjust perspectives and to give an exacting look toward the service that each institution and its structures serve the people. Adams chapter on expenses of the government seems to make a good case for the use of levying taxes from the community to support the school system. He urges that in order for a society to be a learning society that it needed to be healthy and that public health and welfare went hand in hand with school and human development. He discusses various types of learning situations in which he depicts how teaching to the whole student, using social processes, feelings and intuition can promote intellectual growth. This article(II) states that the methods for changing a school into the perfect intellectual vehicle is one that provides the students a chance to learn, not only from textbooks and their teachers, but from those elements available in their own culture and society. It seems that he is emphasizing the necessity for the pupil to internalize what it is that they are learning and know how to apply this to real world applications.
