to either the government or commercial sectors in the Philippines. Providing education and training, the Center for Womens Resources was the first of its kind and signaled a changing of
attitudes toward women in the Philippines (Asian Exchange 2001). The CWR also provided libraries conducted research on womens issues and utilized a large data bank about and for women. This,
then, marked a major milestone in the role of women in the Philippines, and moved the Philippines into the world arena in the area of civil and human rights. However,
women were not always treated this way. Just as in other countries, up until the twentieth century women were considered second class citizens to their male counterparts. The only identity
a woman had was through her affiliation with a man or her family. As the Philippines began to encounter the outside world beyond its shores, the idea of equality among
the sexes began to take hold. The Center for Womens Resources was established during a time of great civil unrest in the country and since that time has continued
to contribute to the social reforms of the country. One of the other functions and purposes of the resource center is to bring the condition of the rural women into
the open. The center believes that in the near future the women in the rural areas will be treated better and that the living conditions, social expectations in regard to
reproduction, arranged marriages and the over all role of the rural woman will be effected and will eventually change to provide dignity to all women in the Philippines. In
many ways, it would seem, these initial steps have been in the right direction and will see women with equal rights to men in the near future. However, there are
