granted. However, democracy around the world is not achieved so easily. The countries of the Caribbean serve as sterling examples of how disparate ideologies and competing power struggles by dictators
have continued to plague those countries in the Caribbean, even unto this day. If anything can be said to be a marker of this millennium it would have to be
the rapid political shifts of various countries to democracy. Samuel Huntington has called this massive exodus, The Third Wave. In a book by the same name, he shows how though
these countries have elected to try democracy, that they are far from enjoying the benefits of a stable government as of yet. Also, his book can be said to be
one of the most definitive studies of this phenomenon to date. Huntington, the student must realize, analyzes many countries and the processes by
which each made its transition from non-democratic to democratic regimes. He is able to define at least four major ways in which this was accomplished in various regions of the
world. First, in countries such as Spain, India, Hungary, and Brazil, those who were already in power, the monarchy, took the incentive to opt for democracy. Another reason that he
states was that new governments that came into being as a result of the dissolution of the Soviet block, such as East Germany and Romania, where opposition groups took advantage
of the chaos that had already resulted in a disorganized government. Also, another reason he mentions is that in countries such as Poland, Czechoslovakia, Bolivia, and Nicaragua, there was a
type of democratization that occurred from joint action by government and opposition groups. Lastly, the student will want to make sure and point out that, there were several countries
