The theory behind Total Welfare, for example, involves that of those who have more money supporting those who may not be so well off. In addition, almost everyone has thrilled
to the story of Robin Hood - the man who stole from the greedy rich to give to the poor. Robin seems noble, until one examines what the poor actually
did with the money. Did that population go out, find jobs and make money on their own? Or did that population simply spend it on useless entertainment and drugs, only
to end up in the same poverty-stricken state theyd been in before Robin had handed them the gold? Needless to say, theres
a great deal of literature available that talks about redistribution; and its our mission to try to draw some conclusions from that literature. Supporting Redistribution
The literature on this topic does not provide a whole lot of support for income redistribution supporting equity for all, but some experts do point out
that in a few cases, such distribution could be effective. William Oakland, for example, notes that pure income redistribution does provide a more efficient reallocation of wealth - but equalization
needs to be accomplished at the federal level to reduce the possible movement of mobile tax payers (such as business owners) to lower taxation regions (Oakland, 1994).
He uses for his thesis the idea of fiscal equalization, the process by which a central government makes funds available to lower level governments, with
