have been laughed out of the room. Less than a decade earlier, Mao Zedong, with the tacit approval of the heavily communist Soviet Union, overthrew the democratic government, forming the
Peoples Republic of China. Through his "collectives" and role of the peasant, Maos dream was that everyone shares. Though Maos plan ended up being a disaster, as it threw millions
of Chinese into the most horrific poverty ever imagined, no one would likely think that China would move toward democracy. This
belief has changed in recent years, however. Though still (ostensibly) under communist rule, "the state" and "the collective" seem to have stood down from its former heavy-handed rule. But even
during the heyday of the Cultural Revolution and the Leap Forward, trying to centralize government in a huge country like China was next to impossible (Saich, 2004). As a result,
though China operates under an authoritarian system, that authority is anything but unified; rather, its fragmented (Saich, 2004). This makes a "one voice" type of democracy somewhat difficult to imagine,
even if there hadnt been such a thing as the 1949 takeover engineered by Chairman Mao. The problem with Chinas government was
that the sheer size of the country created what Saich dubbed as a "system of vertical control," in other words, specialized bureaus at lower levels that couldnt be politically mobilized
(much to Maos dismay). But Mao is now in the history books and China seems to be headed toward a more benign
form of socialism. Certainly the country is impressing many of its Western counterparts as a trade partner. The year 2008 brought
