and demands explode. In India, for example, the country has seen not only a growth in population but a huge demand for services ranging from pure water to better air
travel. These needs have strained governmental resources to the limit, forcing the government, in many cases, to turn to private enterprise for assistance.
If one believes the partners involved in such enterprises, they are always successful. The parties involved go on the air, lauding the positive impact of the "public-private partnerships," and how
thanks to them, a road got build, a railway station was refurbished and a sewer system fixed and now operational. To hear some of these partners talk, public-private partnership is
such a miraculous relationship, its surprising it hasnt been used beforehand. The truth of the matter, however, is that public-private partnerships are not
miracle cures nor are they always successful. Many times, the models can work, as well see in the examples provided in this paper. But it seems as though these models
are more the exception that the rule. Public-private partnerships require a great deal of effort, fortitude and honesty, which is something that, at times, neither the public sector or private
enterprise might want to involve itself with. What is the Definition? Before we can intelligently discuss the concept of public-private partnership,
