the target of such hatred from time to time. From Biblical origins to the German holocaust, to today, Jews have continually been the scapegoats, those to blame for societys ills and downfalls. One of the reasons why this is the case is because Jews have the stereotype of being rich (probably from the days during which they were moneylenders), and given the fact that society always seems to blame those who are better off than others (whether they actually are better off or not), its easy to see why Jews are targeted for persecution. In her book, The Origins of Totalitarianism (Part I), Hannah Arendt argues that one reason behind anti-Semitism is because of the rise and formation of the city-state. She manages to focus on the rise of anti-Semitism in nation-states, noting that within these "states," there always seemed to be some kind of conspiracy theory, namely that Jews ran all the banks and ran the financial institutions. This, noted Arendt, ended up making Jews seem mysterious and frightful, and played a huge role in terms of the rise of anti-Semitism. She points out that, during the 18th century, the states moved more from a class structure to a more business structure. But the costs of doing so, she notes, were far beyond what a government could handle. Basically, the rise of the state ended up causing "a conflict with the financially powerful forces of the time, with the bourgeoisie," a class of people who focused on private investment and totally eschewed what the state could do (p. 18).
