Union proclaimed many to crow with delight that democracy would now be taken to the rest of the world. Now that the dictators were overthrown, the people could live free.
Needless to say, hindsight has shown that this hasnt exactly happened - the people in Eastern and Central Europe are enjoying certain freedoms, but these regions havent necessarily been awash
in democracy, either (with the possible exception of the Czech Republic and other nation states). Less spectacular, but no less important, has
been the reforms and liberalizations made by Latin American countries. Unlike Eastern Europe, many of the nations in this particular region tend to be under the rule of authoritarian figures,
though it can be said that the leadership here is one of a "benign dictatorship" (again, there are exceptions - Colombia is still not exactly a democratically run republic.
Politics aside, however, the interesting aspect of all of these changes tends to be the economies of these regions. In both cases, Latin
American and Eastern European countries are moving slowly from state-planned economies (in which the state pretty much owned and subsidized almost every business) to a free-market economy. Liberalization aspects and
reforms are supposedly helping these nations move into a more free market economy. But those who are actively pursuing the strategy tend to become impatient, wondering why the dissolution of
state-owned enterprises, for example, hasnt led to a flourish of entrepreneurial privately-owned businesses. The problem is, the transition of these economies is not quite as simple as it should be
