not address nor solve the underlying factors. The welfare system as it stands today has the worst statistics and percentages of any civilized nation in the world. Part of
the problem seems to be that everyone is quick to state that the welfare system is broken, but few are certain how to fix it. Welfare to work seemed like
a great idea, but nationwide there are new reports which state that this program is only increasing the number of working poor in the nation instead of lessening it as
was intended. The way that Welfare to Work operates is to provide employment services to recipients of Temporary Family Assistance. The employment services provided under the federal Welfare to Work
grants create additional job opportunities for the hardest to employ recipients and non-custodial parents of minors who are eligible for or are receiving Food Stamps, SSI, Medicaid or CHIP(Paratore 1999).
For the most part each state is left to decide the particulars, but most state that welfare families with an adult or minor parent able to work, generally have
21 months to reach independence through employment. The goal, of course, is to aid recipients in becoming independent of welfare by gainful employment. If the welfare recipient is capable of
going to work, he or she is expected to work. It also means that if welfare recipients are capable of working, but need education or training to improve earnings to
