owners, desperate for the American Dream of owning their own home and, for the first time, realizing that dream. But when the
crash came, it came hard. The result is that more people are without homes (due to foreclosure). More people need shelter, but may not be able to afford the market
rate. The answer here is affordable housing. But what, exactly, is affordable housing? A common standard for affordability is that a households
monthly housing costs shouldnt exceed 30% of its monthly net household income (PolicyLink, 2008). Housing is dubbed "affordable" if it meets the 30% standard for families that are "low income,"
in other words, they earn below 80% of the area median income (PolicyLink, 2008). Needless to say, this can vary from community
to community -- in New York City, for example, an area median income will be much higher than Omaha, Nebraska. Regardless, affordable income housing has restrictions that legally ensure that
the house/apartment will be rented or sold at a specified price that is affordable to families that are in a certain income range on a long-term, or even permanent basis
(PolicyLink, 2008). The problem is, housing that meets these parameters is getting older and scarcer. This is providing a challenge to todays
