separately. The European Community (now known as the European Union or EU)is one such alliance that is in place, in part, to create a powerful trade block. The theory behind
the EU as a trading block is that with all the member states on one continent and close proximity with one another, that there is more power in alliance than
there could be separately. The question we ask here, however, is how effective has the collective been as a trade block? Has
the EU, indeed, been a strong force in terms of international trade? And through this alliance, has this block been able to protect its member nations from the ups and
downs of globalization and competitive trade? If one were to examine the steel tariff that made so much news during the early
2000s, one could say that, in a way, this trade block has been somewhat successful. In terms of background, the United States, in an effort to prevent the "dumping" of
steel imports (and to maintain competitiveness), applied a tariff to steel manufactured in the European Union (Winestock, 2002). The EUs response to the tariff was to control imports by imposing
duties on individual countries if their steel shipments to the EU exceeded levels reached during 2001 (Winestock, 2002). Also, the EU worked to keep pressure on the U.S. to rescind
its three-year tariffs on EU-imported steel (Winestock, 2002). As an aside, the tariffs have recently been rescinded. During the heat of the main argument, however, the EU had gained some
diplomatic sympathy regarding the U.S. steel measures when Japan and South Korea joined the alliance in challenging the U.S. measures to the World Trade Organization (WTO) (Winestock, 2002). This represents
