Market News also pointed to a happier article; a pact between the EU and China to strengthen protections of intellectual property rights. The report noted that the action plan offers
a better information exchange on counterfeit products, as well as operational cooperation between key ports and airports. This is especially a huge concession on Chinas part, as China is the
largest supplier of counterfeit goods to the EU at around 60% -- and this is only for the products that are actually confiscated at the borders. In the movie Spiderman,
Peter Parkers Uncle Ben was known for a famous statement: "With great power comes great responsibility." Uncle Ben wasnt talking about international trade or global relations, of course. But the
point is very clear here - with globalization comes great responsibility. The European Union, as a global player, recognizes this responsibility and is attempting, through its policies, to encourage competition
and trade on the global market. In the first scenario above, fining the cartel sent a signal that cartels, with fixed prices, would not be tolerated. It also sent a
signal that the EU was keeping an eye on things and wouldnt hesitate to fine again. Though a tougher punishment might have been the way to go - such as
an embargo or a ban on trade with those five companies - a fine is a step in the right direction and it is sending the signal that such behavior
