society is a society that is able to provide the majority of the people with a high level of well-being. Costs and benefits must not outweigh one another and in
Canada, one may very well find a good example. Though it is obvious that Professor Heath is devoted whole-heartedly to his home country, he does make some salient points that
Canadas statistics bear out. The overall problem with this type of debate seems obvious: how does one determine efficiency as it relates to the marketplace and to the domestic sphere?
Arent the two very different concepts? Economic efficiency is defined as gaining the highest benefit from scarce resources, while productive efficiency means producing a given quantity of output at the
lowest cost. Of course, all of this requires a person to agree on what is the most beneficial result. Most researchers, Heath points out, judge the success of a
society based on its standard of living ratios. However, these standard of living ratios do not take into account the well being of the members of the community. The greater
the efficiency of a society, he argues, should result in the fact that there would be a greater level of well-being. Heath states that the standard of living statistics do
not take into account that which cannot be measured scientifically. All the standard of living stats measure is the value of material goods. The way in which efficiency and standard
of living are calculated are faulty, he seems to be saying. One example that he gives is that in the situation where people are living longer one could say that
