that are directed toward human pleasure. By the same token, a government must also allow for certain outlets that take into account for such pleasure-seeking instincts. In other words, governments
need to create a balance between pleasures and restrictions and pleasures and morals. In the Koran, the parables based on the Cow
and the Woman can be used to indicate how city governments must balance the peoples instinct for pleasure with the need to place morals and ethics in place.
One such quote, on page 12 of the Koran, notes that one should "proclaim good tidings to those who have faith and do
good works. They shall dwell in gardens watered by running streams; whenever they are given fruit to eat they will say: This is what we used to eat before .
. . (and) wedded to chaste spouses, they shall abide therein, forever." This could be taken in two ways; either for those
people who follow the laws of a city and work hard to maintain an honest citizen attitude will enjoy the rewards the city can offer (which, in this case, would
probably mean not going to prison, and being free). Another way this could be taken is that those who work among citizens groups will find themselves in a better, stronger
city, one that everyone can enjoy. By keeping busy and keeping to the laws, there is no indecision or problems in the city.
