close ties to the FBI had asked one of the bureaus personnel where the organization was focusing its efforts. When the businessman was told that Dallas was a major point
of concern, he raised his eyebrows and asked why. It was because of the television show, Dallas. It had become such a
world-wide phenomenon, that most people unfamiliar with Texas in general or Dallas in particular assumed that Dallas was a location where greedy oil barons hung out and made problems for
others. Dallas, next to New York and Los Angeles, was considered to be a well-known place. And, as a well-known place, said
the FBI man, it could be in danger from terrorist attacks. Needless to say, Dallas, to date, has not been attacked by
terrorists -- nor has any other major city in Texas. But the above story demonstrates that it could happen, that just because Texas isnt the number one financial center in
the world, or the seat of government power, it isnt immune from potential attacks. Just recently, in fact, an alert went to the Houston-Galveston Bay area, noting the officials in
that area that there had been "chatter" discussing the possibility that the oil wells there might be under the crosshairs of a potential terrorist attack.
The question we try to ask in this paper is; will Texas be ready if a terrorist attack were to hit the Lone Star State? Is the
state -- and are the cities -- prepared for bombs, biochemicals or any other similar attack that could come about? In this
