Act of 1996 (section II, of the Module I commentary) had an impact on data communications. The module itself defines the differences between voice communications (through telephony) and data communications
(through computers talking with one another). In this paper, the student needs to focus on how the reform act has impacted the ability of both phones and computers to send
data to one another. The student has a variety of choices in this particular regard. First, there is the idea that cellular
phones technically blur the lines between sending voice and data over wireless systems - after all, an owner of a cellular has the option of either talking to a person,
sending an e-mail to someone (data communications) or sending SMS or text messaging (again, data). Yet computers, thanks to the Internet,
also have the option of sending data and voice (both through VoIP systems and even some instant messaging systems, which allow for voice data transmission).
It was predicted, for example, that when the telecom reform act became law, that new competitive local exchange providers (CLECs) would "price the profit" out of local
loop voice services by adding other services that supported data communications and transmissions, while other services would need to provide "non-switched data service" ultimately to the end user (Lewis, 1998)
Divestiture and the reform act both allowed the blurring of these two lines for many reasons, and the student can point out
