and Wal-Mart Stores, Inc., which operates from Bentonville, AR. Though these two discount retail behemoths face similar external challenges, their internal workings are vastly different. External Environmental Analysis
Legal. Unlike many businesses, discount retailers arent really required to obtain specific licenses - certainly stores need to fit into local building codes and
they can operate only in certain zoned areas. But these stores dont handle hazardous materials or substances, nor do customers have to protect themselves if they walk into a Target
or Walmart. Certainly, those stores with grocery services do need to adhere to guidelines from the United States Department of Agriculture and the Food and Drug Administration (among other agencies),
not to mention local health and cleanliness guidelines. But compared to other industries, there isnt as much government oversight. Now - this doesnt
mean there isnt ANY government oversight. From an employee standpoint, both Target and Wal-Mart are subject to a variety of rules and regulations when it comes to hiring, employing, and
paying workers. Wal-Mart has received its share of negative publicity pertaining to discriminatory law suits. Social. Mention Target and it doesnt
strike much of an emotional cord. But mention Wal-Mart and the response is likely to be about a company that treats its employees unfairly, doesnt care about the community because
it drives mom-and-pop companies out of business, and that sells cheap goods. Target and Wal-Mart are both retail discounters - but Wal-Mart is the company with the black eye. One
