If we look at all these elements they are the elements needed for change. If the processes that were in place did not need change, the first key success factor, or why the change is needed, would not be in place. The aim of systems integration, where it s successful is to achieve a change at some level, this s the purpose. If we look at a definition of systems integration then it is the change of process that is at the heart of the definition which many be defined as "designed to change service delivery for a defined population and involves fundamental changes in the way agencies share information, resources, and clients (Dennis, 1999 quoted PRA, 2004). A more in depth definition by Miller (1996 quoted PRA, 2004) states that the focus is the breaking down of barriers, increasing co-ordination and developing new ways of increasing efficiency as a result of integration. Therefore, by definition success means there must be process changes, otherwise the organisation is not going to achieve its goals. However, if we consider the same definition and look at where it may be unsuccessful it is apparent that the barriers that is seeks to reduce may be increased as more hurdles are placed in the way of achieving the goals, increasing workloads and causing confusion.
