Frequently projects are undertaken because of the need for the results, regardless of the negative features associated with them. An example is the Three Gorges Dam on the
Yangtze River, which brings electricity to areas previously without it and opens much of the interior of China to international shipping. Aside from the environmental detriments normally associated with
damming a river, the Three Gorges project threatens even greater environmental impact. The "Three Gorges dam could cause a wide strip of land stretching for thousands of kilometres to
become geologically unstable, seriously polluted and a dangerous source of epidemic disease" (Haggart, 2005). "Lei Henshun, a retired Chongqing University professor and respected
environmental expert, says he has been trying to raise awareness about" (Haggart, 2005) the problems that full operation of the Three Gorges Dam could create all along the Yangtze for
a full decade. The downside is that the project continued despite the objections of environmental scientists. Question 2 Watching from 10,000 miles
away without any stake in the project provides a much different perspective than that of an unemployed or underemployed resident of the area. Unemployment has been an issue in
rural areas since before the beginning of Chinas capitalist experiment; currently it exceeds 15 percent in some areas even by government standards (Unemployment deters rural consumption push, 2009), indicating that
it could be even higher. It is clear how Chinese officials could choose to pursue the benefits rather than give more credence to the detriments of the project. Part
