information that is dependable, i.e., it does not lose data and secure (Committee on Commerce, Science, and Transportation, 2002). In 2002, that kind of electronic capability did not meet these
needs. This Committee stated: "todays software and information technology systems frequently lack interoperability" (Committee on Commerce, Science, and Transportation, 2002). This was the catalyst for the Federal Government to adopt
this law, giving the task of designing such a standardized system to the National Institute of Standards and Technology (NIST) (Committee on Commerce, Science, and Transportation, 2002). Basically, NIST
was to develop standards for supply chain systems and, more specifically, to develop a system that would promote enterprise integration (Committee on Commerce, Science, and Transportation, 2002). NIST was to
work with industries "develop voluntary consensus standards and agreements on protocols for information exchange" (Committee on Commerce, Science, and Transportation, 2002). Thibodeau (2002) explained that developing these kinds of standards
would save companies millions of dollars. A NIST economist commented that because there are no standards, there are a lot of inefficiencies in supply chain management (Thibodeau, 2002). The expected
outcomes of standards are "to streamline interaction throughout a supply chain, to speed up transactions, and to reduce inventory and delays" (Thibodeau, 2002). As an example, an auto manufacturer changes
