of WWI? The term "structural origins" is odd; this paper takes it to mean the situations in various European countries that led to the outbreak of war, especially long-term causes.
As noted in the introduction, there seems to have been little real reason for this war and the scholarly debate about the actual cause of the war continues to this
day. The precipitating event is clear enough: it was the assassination of the Archduke Franz Ferdinand, heir to the Austro-Hungarian Empire and his wife Sophie in Sarajevo in 1914 that
tumbled Europe over the cliff into chaos. But behind that single crime lies decades of rising tensions and misunderstandings that are the real cause of the conflict. The structural origins
of the war include the European arms race; the rivalry among the Great Powers; "deteriorating international relations in decades prior to 1914" and cultural factors such as a growing nationalism
and increasing militarism, and a "belief both in the inevitability and the legitimacy of war."1 World War I in some respects is a self-fulfilling prophesy. Who was responsible? Although theres
plenty of blame to go around, the blame for the war would seem to lie most strongly with Austria. Germany urged Austria to deal strongly with Serbia, which it did.2
The conflict between Austria and Serbia caused all the nations to start mobilizing troops, but after several weeks Germany asked Austria to back off, noting that Serbia was complying with
the Austrian demands.3 Austria refused to do so and kept the pressure on when it could have turned aside, so it bears the main responsibility for starting the war. However,
