across-the-board access. Though these strategies can be used as methods for implementing technology-based education and creating greater access, each strategy has both benefits and pitfalls and should be assessed
relative to the findings in the study. The first major strategy is the equal distribution of computers among general education classrooms (Department of Education, 2004). The purpose for
this strategy is to give schools with few resources for technology allocation a direction from which they can begin the allocation of technology, and also to demonstrate the widespread use
of computer technologies in schools without budgetary constraints. Though this seems the most likely method that most schools would employ to allocate computers, the Department of Education study noted
that it was the least likely to result in any real gains in terms of computer use or knowledge. Because many schools have as many as 30 or more
students per class, a small number of computers distributed, educators would be challenged to get each student onto a computer during limited instruction times (Department of Education, 2004). In
addition, students would have to have access to the computers in small groups or pairs, which can result in questionable learning opportunities. The key to this strategy, then, is
to determine that a critical mass of computers is available for each classroom, in order to expand the chances for access. The study cites Northbrook Middle School in
Houston, Texas, as a school that has shown success in this form of allocation. The second method for the allocation of computers in an educational setting is the development
