Often tax payers feel that they have the right to understand and have a say in the way that public money is spent, it is their dollars and their choices
in voting in the government or council that has resulted in this expenditure. Conversely, there are also issues of privacy, while there may be increased demand for public accountability privacy
laws also increase the rights of individuals. These may be city employees but may also bet the privacy of those who benefit directly or indirectly from the city funding. The
way public official behave and the places the money is spent may be seen as undertaken under the proxy power granted by the ballot box. The issues of stewardship
concerns the way that the city manage the resources in order to meet the needs of the city. The difficulty is that there will be different perceptions of what those
needs are, for some there may be education needs for others it may be welfare, highways or trash collections. There will be a number of issues that receive different priorities
and it is the ways these are met that can be controversial and see issue of privacy enter into the equation. The first consideration may be the way that decisions
are made and value gained. If we look at how value can be measured tt has been argued by many that the
most appropriate approach to the running of a publicly owned company is the use of economic measures with the applications of commercial pressures even if they are simulated. The idea
is that where public money is used and/or crated the government and the organisation has a responsibility to use that money in the best interests of the public. One approach
