that Congress should not be involved in this matter. Discussion These are difficult points to argue. Lets start with the basics. The controversy over steroid use takes place during a
period when MLB was making a great many changes to it drug treatment program and policies (Mitchell, 2007). It went from "limited probable cause testing to mandatory random testing; since
2002, the penalties under the program have been increased several times; human growth hormone was not included as a prohibited substance under the joint drug program until 2005" (Mitchell, 2007,
p. SR-33). Today, MLB says flatly that steroid use of any kind is illegal and prohibited; players caught using these drugs are subject to penalties that include suspension up to
a complete ban from the game (Mitchell, 2007). In his report, Mitchell notes that players who did not take steroids found themselves at a disadvantage when compared to those who
used these drugs, because they had enhanced performance (2007). However, an Australian study says that there has been no conclusive evidence presented that steroids enhance performance; or rather, there is
sufficient doubt about it to suggest that it might not be true in all cases. In theory, "anabolic-androgenic steroids should improve athletic performance by increasing muscle mass (via increased protein
synthesis, nitrogen retention and antiglucocorticoid actions), as well as by increasing aggression and motivation" (Kennedy and OSullivan, 1997, p. 60). In addition, studies have indicated that androgens "may increase muscle
