which these resources are allocated. In terms of public policy, there are many attempts by many individuals and groups, to influence decisions in these areas. These people
and groups will often try to appeal to their political leaders in an attempt to route more money their way and for their cause. The end result however,
is that there is little equity among these causes. Some get funded better than others while programs which may effect more people receive less funding than those which effect
fewer. In others words, it is often complicated to understand the disparity between public policy and funding issues. In terms of welfare, health, poverty and education funding,
it is important to understand a bit of the general issue as well as comparing how these issues are funded in terms of comparing them to each other. These
are all highly important programs to the state of New York and affect nearly every citizen between all of the programs. In
his book "Politics in States and Communities" (2000), author Thomas Dye examines the issues of poverty, welfare and health. In terms of poverty, Dye (2000) maintains that the rates
have stayed essentially the same for decades and that single mothers are most often poverty-stricken. Social Welfare programs, including those in New York State, are supported by both
federal and state governments (Dye, 2000). "Aid to Families with Dependent Children, the main welfare program for the poor over the past five decades, was replaced by a new
program: Temporary Aid to Needy Families" (Dye, 2000). In terms of healthcare, benefits are given to the elderly through the Medicare program, "and both federal and state governments
