it was a brilliant move as it would mean that those who make money from city resources will pay additional tax, while the voters who live in the city will
receive less of a tax increase. The brilliance of it is that commuters cannot vote against him in the next election. The plan does however include a 25% (Moore, 2002,
p.PG) property tax increase. This is on top of the already high property taxes in New York. Still, New York City is home to many wealthy people and is generally
cost prohibitive for all but the very wealthy and at least upper middle class. Although some sections are not pristine, they still command high prices and some lower or middle
income individuals stay there. The outer boroughs are a bit cheaper. When traveling outside of the New York City area, across the country, one will see a great variety of
tax differentiation. A tourist may go to New Jersey and be pleasantly surprised by the fact that there is no tax on clothing. Each state is different of course, and
sales tax is only one consideration. State taxation in respect to wealth and retirement varies as well but is an important consideration for those deciding to spend their latter
years in warmer climates. People flock to Florida in droves, but is it really the best place to put ones retirement dollars? Actually, Wyoming wins hands down and has
been rated as the best place to live for the wealthy and retired, at least in terms of taxation ("Bloomberg," 2002). Rhode Island, on the other hand, has been
deemed the worst (2002). In terms of taxes, the best states after Wyoming are in fact Louisiana, Alabama, Nevada, Washington, Tennessee, California, Arizona, Alaska and Utah (2002). The
