He understands the dangers of expanding urban blight in a city such as Philadelphia and the dangerous impact it has on countless people. Allowing urban blight to exists simply because
elected officials or government agencies are not certain what to do about it is analogous to allowing a curable cancer to spread and be terminal even when the cancer
victim is aware that they have it. He has seen what has happened to the area he represents and has made a proactive effort to do something about it.
That effort has included more than simply talking, writing, position papers, or making speeches which all too many legislators equate with taking action. Instead, he has served in a leadership
position with forming an organization that focuses on practical solutions in fighting urban blight and establishing partnerships between private and public organizations to revitalize the business areas of his district
as well as the community aspects of the area for individual families. He founded the Ogontz Avenue Revitalization Corporation (OARC), a 501(c)(3) non-profit community development organization, in 1983. Urban
Blight The problem of urban blight carries with it a history of complicated social, cultural and racial issues that are compounded by economic hard times and the ever-expanding problems associated
with poverty and the inner- city. As its name would suggest, it is a growth, a disease, that infects a healthy organism and slowly but surely consumes it. In a
city, blight means poverty, crime, oppression and claustrophobia. It can also mean a great deal of environmental pollution and contamination. Circumstance have existed (and exist) in which heavy polluters
