A 6 page paper examining the constitutional and judicial structures of Texas and Wisconsin. In both states, it is the state legislature that carries the greatest overt power of the three branches of government. Governors fill managerial roles that require much public relations work. A primary role of the governor today is to encourage economic and educational development within the state, but it is the legislature that ultimately sets the direction the state will travel within the limits of the US Constitution. the United States of America came into being, the state was the most highly revered government entity in existence. Local governments were more directly influential in individuals lives, but
state government provided the framework in which local governments operated. The federal government was to act as a defender for the collective whole while not infringing on the rights
of states to be self-determining. Over the years the role of the federal government has changed in response to changing society and changes
in the ways we currently interpret the same Constitution originally ratified by the states. Though federal laws now supersede states laws in many respects, states still retain their individuality.
The structures of the governments of Wisconsin and Texas illustrate. Checks and Balances A fact of history is that the Constitution of
the United States predates the constitution of any of the states united in the federal government. As such, the US Constitution provided a model for the states constitutions that
would come later. In the cases of both Wisconsin and Texas the ratification of state constitutions was much later resulting from the delay in the geographical areas actually becoming
states and joining the Union. One of the features of the United States government is that individuals can disagree yet still work for
the good of the country, putting personal biases aside for a time when specific action is required. This is a value reflected in states constitutions as well. At
other times, debate can seem to stretch into infinity, or at least into the region of "theoretical stalemate" (Flaherty 1725) created by todays doctrine of separation of powers. Over
