is a reflection of a states strengths and weaknesses. Very simply, state capacity can be defined as "the ability of the state to formulate and implement strategies to achieve
economic and social goals in society" (Kj?r and Hansen, 2002, 7). Not surprisingly, a number of factors can influence state capacity. These influences can be both positive and
negative. State capacity is influence by state structure as well as such things as the patterns of citizen participation. Examples supporting this contention can be found
in practically any country. In theory, the more progressive the state the more it is structured to insure public participation in policy formation and to reflect a positive state
capacity. While this is generally the case, however, there are certain exceptions of note. The Fund for Peace (2009) lists numerous indicators that add up to failed states.
These include such things as uneven economic development and radical economic decline but they also include factors such as criminalization and increasing demographic pressures (The Fund for Peace, 2009).
The number one failed state on the Fund for Peaces (2009) list is Somalia. Somalia is found on a number of lists, in fact, that rank it high in
terms of being a failed state. The 2009 Transparency International (TI) Corruption Perception Index (CPI) ranks Solalia 1.1, this rank places it the extreme end of the corruption scale.
