boroughs. This is not true in certain states, such as Rhode Island and Connecticut. There are others that do not follow the country government system. County governments act as administrators
for the state. They are responsible for levying property taxes, elections, record keeping, law enforcement and road maintenance. They are also responsible for controlling pollution, industrial development, consumer protection, social
services, health care and mass transit. The County Courthouse is the hub for county government. County governments have a great deal of authority in terms of making policies.
The policy-making group in counties is the board of commissioners or the board of supervisors. These boards are generally comprised of three to five members who meet twice each month.
Members are elected. There are a number of other officials at the county level including the sheriff, district attorney, county clerk, country tax assessor and the county treasurer. Each of
these are also elected. City or municipal governments oversee the territory that is designated as the city. These areas are incorporated and are legally recognized by the state. Often, there
are areas around a city that are not incorporated into that municipality. Each state has its own criteria for an area to be designated as a city. Cities have the
legal authority to elect its government and provide services to residents. When an area is approved by the state to become its own municipality, the state grants a charter. Every
