status of immigrants in the United States, and while all attention is placed on Mexican-Americans, there is scant attention to the problems within Mexico proper. In other words, while it
was once chic to worry about the plight of the Mexican people, much attention has faded. Still, Mexico is a desirable place to do business, particularly since NAFTA, but while
the treaty took care of a great deal of things, there are still problems that have not gone away. That is, human resource issues still need to be addressed. In
looking to Mexico as a place to conduct business, a hypothetical case will be explored. If one supposes that a German plant wants to open its doors in Mexico, what
would the company need to be cognizant of? For example, if a German manufacturing company is considering a major investment in Mexico and seeks advice on the human resources aspect
of their decision to invest, what would one tell them? In evaluating the dilemma, perhaps the most important aspect pertaining to human resources considerations is the existence of labor unions
and the Han Young labor dispute is key in evaluating what happens next. While Han Young brought to light the problematic nature of corruption in the Mexican government, it also
