cups. This recycling effort was the first ever to utilize bleached recycled pulp in food packaging (Lofton, 1984). Starbucks recycling
program was at a standstill for years while company officials, government officials, and others worked through the permitting process. Permitting required the permission of the Food and Drug
Administration because of the sensitive nature of the products use. Ben Packard, director of environmental affairs with Starbucks, is quoted as clarifying that:
"The idea for the recycled content hot beverage cup first came about around eight years ago, and it took two solid
years of lobbying and collaborating with our supplier members to make this a reality" (Johnson, 2004).
While the permitting process was lengthy for Starbucks, the payoff has the potential to be tremendous. The 4,325 stores that are scattered across the country utilize
a tremendous volume of paper products in their cups (Johnson, 2004). The ultimate reward of the recycling program was that recycled fibers are now be utilized in Starbucks Coffee
cups in place of the five million pounds of virgin fiber that were being used every year prior to this recycling effort (Johnson, 2004).
