involved in teacher evaluations, and the differing values and opinions that might arise among them. The paper is based largely on a case study. Discussion The idea of teacher evaluations
is based on several concepts. First, teachers are professionals who have worked hard to obtain their education and who far more often than not, have advanced degrees in their subjects.
They deserve the chance to improve if they are not performing well. Second, its difficult to find good teachers, so its both more cost effective and better for everyone concerned
if an underperforming teacher can be helped to improve, rather than being terminated. Finally, replacing a teacher results in a difficult experience for the students. Evaluations are a vital tool
in the process of identifying underperforming teachers and constructing successful interventions with them. The best assessment tools appear to be formal, written evaluations that judge the "overall performance of a
teacher" and which holds that teacher "accountable while encouraging them to remain current in their fields and challenging them to develop and use a repertoire of effective age- and content-appropriate
methods" (Koops and Winsor, 2005, p. 61). When evaluations are effective, they encourage teachers not only to think about how to improve their teaching methods and make plans for further
education, but how they can contribute to the community (Koops and Winsor, 2005). But as in all organizations, there are a number of stakeholders in the educational system, and
